“Inclusive Education is a dynamic ever evolving approach, that requires ongoing reflection and continuous enhancement

Inclusive education is a model of education that aims to meet the needs of all children, young people and adults, especially in cases where there may be a risk of social exclusion, as well as to ensure access to quality education with equal opportunities, fair and equitable for all.

Background: 

Education of the disabled learners has been a priority area in India since independence. It has been a part of Kothari Commission(1964-66), National Policy on Education (NPE), 1986 and the Programme of Action (1992. An important policy development took place after 1992 with the enactment of Persons with Disabilities (Equal opportunities, Protection of rights and Full Participation) Act, 1995, which in turn was replaced by The Rights of Persons with Disabilities Act, 2016  (RPWD (RPWD Act, 2016). This Act promotes and protects the rights and dignity of people with disabilities in educational, social, legal, economic, cultural and political spheres. The RPWD Act, 2016 was enacted in  2016 and came into force in 2017.  


Equitable and inclusive vision in the National Educational Policy 2020.

The National Education Policy (NEP) 2020 envisages equitable and inclusive education for all, with special focus on children and youth, especially girls, from socially and economically disadvantaged groups. The policy recognizes children with special needs and believes in incorporating them into the mainstream education systems. It broadly aligns with the objectives of The Rights of Persons with Disabilities (RPWD) Act 2016. 


Special Education Cell/Inclusive Education Cell

Special Education Cell / Inclusive Education Cell which was constituted decades ago with an objective of providing education programmes for school teachers on the children categories of disabilities. Several instructional, diagnostic research activities are undertaken in the area of special education. SCERT Himachal Pradesh has been notified as a Teacher Training Institute by the Government of Himachal Pradesh within the meaning of Section 29 of Persons with Disability Act, 1995 on dated 26/12/2007.Since then the Department of Special Education/ Inclusive Education has been working in the area of education of children with special needs and children belonging to socially disadvantaged groups, such as SCs, STs and minorities.

 The Key Functions of the Department are:  

  • To organize training programmes for teachers, teacher educators and policy makers to sensitize and train them in appropriate strategies for providing quality education and equal education opportunities for these children in the mainstream schools.
  • To bring attitudinal change among teachers towards learners with special needs
  • To carry out researches to review the existing activities and suggesting new initiatives in the field of education of persons with disabilities and those belonging to those belonging to Scheduled Castes, Scheduled Tribes and the minorities.
