SCERT Himachal Pradesh organized a webinar cum consultation meet in blended mode on September 14, 2021 on NEP 2020 with special emphasis on ECCE. Total 96 participants from 12 DIETs of Himachal Pradesh, Civil Society organization, Government and private schools of the state of Himachal Pradesh attended this consultation meet and 8 Resource Persons deliberated upon this theme from all levels of academia beginning with Pre-School level, Primary Schools, Middle schools and Secondary schools up to the university level.  


NEP 2020 mandates the preparation of National Curriculum Framework by adopting Bottom-up Approach to begin with District Level Consultations, Mobile App Survey, Constitution of the State Focus Groups for developing Position Papers on various themes to provide inputs for the State Curriculum Framework in the area of School Education (SE), Early Childhood Care and Education (ECCE), Teacher Education (TE) and Adult Education (AE).


SCERT has been entrusted the task of preparing State Curriculum Framework for which these steps have already been completed:  

          1. Mobile App Survey for four SCFs including Early Childhood Care and Education (ECCE), School Education (SE), Teacher Education (TE) and Adult Education (AE).
          2. Hand holding of DIETs for District Level Consultations and providing questionnaires along with guidelines.   
          3. Development of the position papers by 25 State Focus Groups are in process.  


Since the entire process of preparation of National Curriculum Framework has to be conducted in paperless manner on Tech Platform NCERT New Delhi organized twoorientations for all SCERTs. Twelve District Groups were created for the state of Himachal Pradesh, since the pandemic was again at peak in the month of January 2022, SCERT Himachal Pradesh organized three online orientations/trainings for all the District Coordinators along with their teams on 11th January and 13th January 2022, followed by one online orientation by the Tech Team of NCERT with all District Coordinators of Himachal Pradesh on January 28, 2022 to sensitize how to conduct District Level Consultations and how to upload it on NCF Tech Platform 


TheCouncil alsoconducted Mobile App Survey (ECCE, SE, TE& AE) for which surveyors were appointed from all 132 educational blocks of 12 districts of Himachal Pradesh and online training was given to them on January 29, 2022. Two groups of six districts each were created to facilitate the training process. Initially, the trainings were provided on training portal for hands on training purposeand from January 31, 2022 onwards the surveyors and district coordinators were entered on LIVE Tech Platform and SCERT Himachal Pradesh successfully conducted 3315 Mobile App Surveys against the expected target of 3000 for each state by NCERT. 

SCERT Himachal Pradesh has also constituted 25 State Focus Groupsto prepare position papers for the respective thematic area with following modalities:

Each State Focus Group has conducted meetings through Google meet and is working on preparation of position papers as per the guidelines from Ministry of Education, Government of India. The proceedings of the meetings are being uploaded on Tech Platform. The final shape to these position papers before uploading on NCF Tech Platform will be given by the respective State Focus Groups through workshop mode at SCERT Himachal Pradesh. These will be uploaded on the NCF Tech Platform as per the e-templates provided by NCERT, New Delhi. 

 The key areas and objectives with which the State Focus Groups are working are as below:

1.To develop a clear understanding of the theme in the context of the perspectives and recommendations of the NEP-2020 specifically with regard to proposed 5+3+3+4 curricula and pedagogical structure and to clearly specify implementation strategies for each stage. 
2.To deliberate on the theme of the Focus Group, in entirety with respect to core essentials, experiential learning and other pedagogies, multi-disciplinarity, inter-disciplinarity, vocational education, multilingualism, holistic assessment, skills and competencies, Indian Knowledge System,
Educational Technology including ICT, Inclusive Education, gender concerns, etc. across the stages- Foundational, Preparatory, Middle and Secondary. 
3.To submit its position papers to the three State Steering Committees already constituted for further discussion and necessary actions towards developing State Curriculum Frameworks (SCFs).
